				million in 20-year general obligation bonds to fund two new 
				libraries and upgrades at a third.  LifePac opposed the 
				last two attempts to pass library bonds due to FVRL's long 
				standing pro porn policies.  The library board subsequently 
				voted in February of this year by a slim 4-3 decision to 
				prohibit pornography, impose mandatory filtering of pornography and raise the 
				hidden monitors to the desktops, however, privacy screens were 
				added..  Whereas LifePac opposed 
				previous bonds due to the availability of pornography, the issue 
				of funding libraries without this special circumstance present 
				is not within the immediate mission of LifePac.  LifePac therefore 
				is taking a neutral position concerning this
