The following texts taken from the initiative show that "possession" of controlled substances and legend (prescription) drugs would be no longer "unlawful," though confiscation would still be allowed (sec 7).  There are no other references in the initiative that make them unlawful.  RCW 69.50.505 Seizure and forfeiture.
