High quality, genius politicians are disadvantaged by removing their opportunity to craft a majority winning platform (populism) in a general (runoff) election. Mediocre, limited vision politicians are advantaged by the possibility of winning through the transfer of votes from other limited vision candidates. Promotes disastrous European coalition styled politics over US' relatively successful two party system, 2. Election integrity is at risk in the complicated system, that can take weeks to determine a winner, and is costly. Worse with recounts. Hackable machine counting more likely to be used,    3.
